			<description>ICBA urged the Federal Reserve Board to establish a new, agency reserve account that would permit bankers' banks and other correspondent banks to deposit overnight, aggregated respondent excess funds with Reserve Banks and pass back the proportional interest to their respondents. The plan would help stem bankers' banks record outflows, which is partly the result of a recently approved Fed policy to pay interest on required reserve and excess balances at Federal Reserve Banks.</description>

			<description>Late yesterday, the Treasury Department and Federal Reserve issued a joint final rule that implements the Unlawful Internet Enforcement Gambling Act of 2006. The act prohibits gambling businesses from knowingly accepting payments in connection with unlawful Internet gambling, including payments made through credit cards, electronic funds transfers, and checks.  The final rule requires US financial firms that participate in designated payment systems to establish policies and procedures that are &quot;reasonably designed&quot; to prevent payments to gambling businesses in connection with unlawful Internet gambling.</description>
